The physical conditon of Keratoconus is definately a hard one to treat.
There is some thought that laser helps.
There are a few foundations that assist with vision problems. . one of them being Knights Templar. . you might check this out.
If your Opthalmologist is the best in the East Coast and has done all he can then he should be able to help you get disability with a written letter from him to the SS Board.

Contact your nearest Lion's club. That is their mission is to save vision, and prevent blindness. They can help you out, maybe fund most if not all of the procedure that needs done. They will LOVE it that they can help someone fund a procedure that will CURE the keratoconus. By the way, Mandy Patinkin had that, had the cornea transplant and is fine. As far as procedures go, it is not that expensive.
